また、CentOS 6 では /etc/ に dateext が設定されているので、 →- のようにローテート後のファイル名に年月日を付けてくれます。

これがそもそも意味不明です。
ローテートというのは、例えば4世代保存の場合、
→ → → → 削除
という風に順にリネームや削除することを指します。
あるいは、
→ manager-
のように日付を付けて、世代数を越えて古い日付の物を消すと言うことです。

下記2点、お試し頂ければ幸いです。
・/etc/配下にapacheのログローテート設定ファイルhttpdと似てるファイル名がありましたら移動ももしくは削除してみて下さい、似てるファイル名があるとローテションがうまく動かない時があるようです。
・ローテート後にタイムスタンプdateextを不要してみて確認してみて下さい。
