The streets of Haven bustle with citizen zoomer traffic (allowing for near constant access to zoomers), but is also patrolled by guards who will pursue Jak should he kill a citizen, hit a guard, or commandeer a guard's zoomer. The main story missions take place both within the city hub and outlying areas beyond the city walls, accessed via either an airlock in the Water Slums , an airlock in the North Gardens , an air train in the Port , or a teleport gate at the power station . These locations are much less rural but still very diverse in nature, and have an open level design more reminiscent of The Precursor Legacy .
Many missions will result in a reward of some kind, such as a new weapon, upgrade, or item. For this reason, it is recommended to complete certain missions before others, such as " Collect money for Krew " before " Rescue Vin at strip mine ", " Destroy cargo in Port " before " Intercept tanker " or " Escort Kid to power station ", " Escort men through sewers " before " Protect hideout from bombots " and " Win Class 2 race at stadium ". When taking these routes, Jak will receive weapon upgrades sooner rather than later. It is also recommended to complete " Get seal piece at dig " before playing " Drain sewers to find statue ", because Jak and Daxter only learn about the significance of the Seal from the former mission; as completing the latter mission will prompt Brutter to tell them via the communicator about the seal piece in the Water Slums .

Jak (voiced by Mike Erwin ) is the game's protagonist, along with his sidekick Daxter (voiced by Max Casella ), an otter-weasel hybrid (known as an ottsel) and the game's comic relief . When they first arrive in Haven City, Jak is captured by Krimzon Guards and becomes the subject of Baron Praxis's (voiced by Clancy Brown ) "Dark Warrior" project. He is subjected to several experiments, ultimately giving him the ability to become "Dark Jak", a beastly version of himself which is unleashed when Jak has gathered enough Dark Eco. After two years of searching for him, Daxter finally sneaks into the prison holding Jak and rescues him. This is also the first time Jak is heard speaking in the series, which is heavily lampshaded by other returning characters throughout the story.
Jak II takes place in the same fictional universe created by Naughty Dog for Jak and Daxter , though five hundred years after the events of the first game. The plot largely revolves around events in and around Haven City, a dystopia ruled by Baron Praxis and his Krimzon Guard law enforcers. Haven City serves as the game's hub location, although the player is frequently given tasks that must be fulfilled outside of the city.
